Case Study: Scanning with E-Siegel at the Bundesanstalt für Immobilienaufgaben
TR-RESISCAN-compliant replacement scanning for the electronic personnel file at ten decentralized locations throughout Germany
Berlin, 07.06.2018. Against the background of increased digitization in public administration, the Federal Institute for Real Estate (BImA) has implemented a project to switch from paper-based to electronic file management in human resources.
The challenge of the project was the implementation of a legally compliant scanning process according to the technical guideline TR-03138 “Replacing Scanning (RESISCAN)” of the German Federal Office for Information Security (BSI) of existing personnel files at ten locations throughout Germany, so that the paper files can be destroyed after digitization.
Since the protection requirements of personnel files with regard to the criteria “confidentiality” and “integrity” are classified as high, high-quality cryptographic integrity protection in the form of qualified e seals in accordance with the EU regulation eIDAS is used.

The special advantage of the e-seal in this case is the central use instead of the decentralized use of many personal signature cards for the employees involved in the scanning process at all locations. At the same time, the evidential value of the e-seal is very high with regard to the integrity of the data and the accuracy of the indication of source in accordance with eIDAS Art. 35 (2).
The entire process is implemented with the scan software CROSSCAP® from SRZ and the e-seal solution digiSeal®server from secrypt.
